On October 16, 2019, the Council of Governors Chairman Wickliffe Oparanya addressed the Ad-Hoc Senate Committee, stating that governors had been forced into a Ksh63 billion medical equipment leasing deal.

According to Oparanya, the governors had protested to President Uhuru Kenyatta about the price variations in the deal, which they claimed was forced upon them.

The governors had initially questioned why each county was being asked to pay Ksh200 million annually, up from Ksh95 million, for the leased equipment during a meeting with President Kenyatta.

President Kenyatta had promised to instruct the Health CS to form a task force to investigate the issues raised by the governors, but no answers had been forthcoming despite numerous follow-ups with the Health ministry.

As of October 16, 2019, the governors were still awaiting answers from the Health ministry regarding the formation of the task force.
