On October 16, 2019, the Jubilee party's Dispute Resolution Committee made a crucial decision in the ongoing leadership battle at the Nairobi Assembly. The committee, chaired by Ambassador John Mutiso, ruled that the status quo should remain, with Hassan Guyo continuing as the Majority leader.
The decision was made after a meeting between the committee and 65 ward representatives, including Hassan Guyo and Mark Ndungu, who was being pushed by Cabinet Administrative Secretary Rachel Shebesh to oust Guyo. The meeting was attended by Party Secretary General Raphael Tuju and other members of the party's secretariat.
According to sources, the committee was surprised to find that the majority of Jubilee MCAs had appended their signatures in support of Guyo, claiming that Governor Mike Sonko had not consulted them on the matter. The committee also discovered that the party had not received a letter purportedly written by Sonko requesting the party to replace Guyo with Ndungu.
During the deliberations, the committee members agreed that any change of party leadership must be guided by the party's constitution, the Political Parties Act, and the Constitution of Kenya on fair administrative action. A legal team was instituted to explain to the MCAs what the law says in terms of addressing matters of any changes of the party's leadership.
The ruling is a significant victory for Hassan Guyo, who enjoys the support of 62 out of 65 Jubilee MCAs in the assembly. The decision is seen as a blow to Mark Ndungu and Rachel Shebesh, who were pushing for Guyo's ouster.
