On October 16, 2019, Ghana's Minister of Communication, Ursula, directed telecommunication companies to stop the expiry of data bundles. This move comes after the government increased the communication service tax to 9% to fund cybersecurity initiatives.

The tax, which has been in existence since 2008, was increased to provide revenue for cyber-security initiatives to protect the digital infrastructure and policies being used by both the public and private sector, according to Ursula's letter.

As a result, the Ministry of Communication directed the immediate implementation of the following measure: all unused data and voice bundles purchased by subscribers do not expire, and must be rolled out with the next recharge.

The government will also be monitoring the industry's compliance with the quality of service standards, including providing customers value for their money in line with license requirements.

Previously, AirtelTigo was the only mobile network operator that provided bundles that do not expire. If this request sees the light of the day, other networks like Vodafone and MTN will have to follow suit.
