IEBC Sticks to 2017 Voter Register for Kibra By-Election

On October 9, 2019, the Independent Electoral and Boundaries Commission (IEBC) announced that it would be using the 2017 voter register for the Kibra by-election, scheduled to take place on November 7.

According to IEBC, the decision was made after a two-hour meeting with ODM representatives, led by Minority Leader John Mbadi and ODM Secretary General Edwin Sifuna.

IEBC stated that 'no registered voter will be disenfranchised,' in response to allegations from ODM that the commission had refused to provide an updated voter register for Kibra.

ODM had alleged that IEBC had ignored several requests for an updated voter register, and had threatened to march to the IEBC offices on Wednesday morning if the register was not provided.

However, IEBC explained that changes had to be made to the register due to new voter enrollments and transfers, and that they had received a letter from ODM on September 20, with a reminder sent ten days later.

IEBC also stated that they had posted the register for inspection and verification at the office of the Kibra Returning Officer, where it would be available for the next seven days before being certified and presented to political parties, including ODM.
