On October 9, 2019, Nairobi's City Hall witnessed a dramatic scene as ODM MCAs forcefully returned embattled Speaker Beatrice Elachi to the county assembly. The move caught Jubilee members off guard, sparking tensions between the two parties.
According to an MCA who wished to remain anonymous, the ODM MCAs had planned Elachi's return without involving the House leadership. This move comes after Elachi was last seen in the office in September 2019, when MCAs attempted to forcefully remove her from the office.
The tensions between Jubilee and ODM MCAs escalated on Monday afternoon when Majority Leader Abdi Hassan Guyo raised an issue on the floor concerning Elachi's impeachment. Umoja Two MCA Joseph Ndonji rose on a point of order, criticizing Guyo for bringing Jubilee Party issues to the house.
"Mr Speaker, why is the honourable member bringing in party issues on the floor? Such party issues should be discussed at the party houses," Ndonji said.
However, the statement triggered a heated exchange between Jubilee and ODM MCAs, with both sides engaging in a shouting match. The situation was eventually brought under control by Mwaura, who directed the serjeant-at-arms to lead the four members out of the plenary for the remainder of the sitting.
