On September 1, 2019, the Jubbaland state in Somalia implemented a directive requiring all planes to land at Mogadishu for clearance, following the re-election of President Ahmed Madobe.
However, a Kenyan-registered Fokker 50 plane carrying Somali politicians and legislators flew directly to Kismayu without making a stop at Mogadishu, sparking a new complaint from Somalia's government to the United Nations.
The Somalia Civil Aviation Authority (SCAA) filed the complaint, citing the violation of Somalia's airspace by the Kenyan plane.
The dispute between Somalia and Kenya has been brewing, with credible reports suggesting that Kenyan authorities support Jubbaland's President Ahmed Madobe, who was opposed by Mogadishu bosses.
The incident has further strained the already deteriorating diplomatic relations between Kenya and Somalia.
