On October 6, 2019, Orange Democratic Movement (ODM) leader Raila Odinga directed the Kenya Ports Authority (KPA) to suspend dredging activities on the Indian Ocean until the Likoni ferry tragedy victims' bodies are recovered.

Deputy President William Ruto's allies are now questioning Raila's new powers in the Jubilee government, pointing to the handshake between President Uhuru Kenyatta and ODM leader Raila Odinga.

Mathira MP Rigathi Gachagua, a key ally of DP Ruto, claimed that Raila is trying to instruct bureaucrats as the absurdity heightens.

Speaking at church services attended by DP Ruto in Kiamugaka Methodist Church and Mujwa Catholic Church in Central Imenti, MP Gachagua steered for clarification of Raila's powers in the Jubilee government.

Raila's order on the dredging did not please part of Jubilee MPs, especially DP Ruto's key ally Gachagua, who claims Raila is still the opposition leader who was defeated by Jubilee and has no right to command anyone in the country.

On the same day, Raila spoke at Likoni channel where the ferry tragedy occurred, ordering dredging works to be stopped to allow the recovery team to work without interference.
