Turkana Governor Josphat Nanok Supports Constitutional Change for Devolved Funds

On October 6, 2019, Turkana Governor Josphat Nanok announced his support for a constitutional change that would allow for increased devolved funds to counties, but only if it is supported by a referendum.

Nanok made the announcement during a burial ceremony in Kapedo, where he emphasized the importance of prioritizing the interests of Turkana residents when considering which proposal to pass.

The Council of Governors has already supported the Ugatuzi proposal, which advocates for more funds allocation to counties among other constitutional changes to strengthen the performance of the devolved units in counties.

However, Deputy President William Ruto has expressed opposition to the referendum bid, claiming it is being pushed by selfish individuals. Ruto urged leaders to focus on service delivery instead of engaging in constant politics.

The referendum proposals include the Thirdway Alliance's Punguza Mizigo Bill and the governor's Ugatuzi Initiative, which aim to change the constitution to promote development in counties.
