On October 2, 2019, the National Assembly voted to approve nine nominees to the National Land Commission (NLC) without debating a report from the House Committee on Lands that had vetted them and rejected the candidature of former Isiolo County Woman MP Tiya Galgalo.
The Lands Committee, chaired by Kitui South MP Rachael Nyamai, had rejected Ms. Galgalo due to tax compliance issues, but a letter from the Kenya Revenue Authority (KRA) clarifying her tax obligations was sent to the National Assembly after the committee had filed its report.
Despite a legal department advisory to return the new evidence to the committee for clearance, MPs disregarded the advice and voted to approve all the nominees, including Ms. Galgalo.
Isiolo North MP Hassan Hulufo successfully moved an amendment to the report to expunge the part that had rejected Ms. Galgalo, paving the way for her approval.
