On October 2, 2019, Interior Principal Secretary Karanja Kibicho defended the National Integrated Identity Management System, known as Huduma Namba, against claims of bias.
Speaking in court, Dr. Kibicho stated that the system will improve services and ensure adequate planning by providing a reliable and comprehensive population registration database.
He also dismissed claims that the registration discriminated against certain communities, including the Nubians, saying that the vetting process was necessary due to security risks posed by porous borders.
Dr. Kibicho noted that during the voluntary national registration in April, the government managed to capture the data of about 38 million people, with a budget of Sh9.6 billion.
He emphasized that the system is a key decision-making component in providing services, a priority for the government under the Big Four agenda pillars of food security, affordable housing, manufacturing, and affordable healthcare.
