Security forces in Mombasa heightened their vigilance in the days leading up to the October 20, 2019, Mashujaa Day celebration, which was to be held at the Mama Ngina Waterfront.

On October 1, 2019, anti-terrorism police officers shot dead at least three terror suspects in Likoni, Mombasa, in a dawn operation.

According to Likoni police boss Benjamin Rotich, the three suspects were shot in the Majengo Mapya area.

The Anti-Terrorism Police Unit (ATPU) was processing the crime scene in line with standard police procedures.

It was unclear whether the ATPU had been trailing the suspects in relation to a possible attack.

President Uhuru Kenyatta had visited the Mama Ngina Waterfront on July 9, 2019, to assess readiness for the Mashujaa Day celebrations.

The Mama Ngina Waterfront Park project, which sits on a 26-acre parcel of land facing the Indian Ocean, is part of government efforts to restore Mombasa's status as a leading tourist destination.
