Kenyans Required to Seek Licenses for Harambees in New Bill

On September 30, 2019, a bill aimed at regulating public fundraisers, known as Harambees, was proposed in Kenya's Parliament.

The Public Fundraiser's Bill 2019, sponsored by Ndaragwa Member of Parliament Jeremiah Kioni, seeks to introduce a licensing system for Harambees and bar State officials from participating in them.

Under the proposed bill, a team will be set up to vet applications for Harambees, and contributors will be required to declare the amount contributed, source of income, and file an annual tax declaration with the Kenya Revenue Authority (KRA).

Jeremiah Kioni's bill aims to curb the abuse of Harambees by politicians and members of the public, who have been accused of using them as an avenue for money laundering.

Earlier, National Assembly Minority Leader John Mbadi had proposed capping politician's contributions in Harambee's at Sh100,000 to stem money laundering.
