According to leaked information, President Kenyatta is worried that the referendum bid will draw attention away from his legacy projects under the Big Four Agenda.
On the other hand, ODM leader Raila Odinga remains optimistic that the country will have a referendum to introduce a parliamentary system, which would see all ethnic groups included in making government decisions.
However, signals from the Build the Bridges Initiative (BBI) team suggest that the final report may not recommend a referendum, contradicting Raila's hopes.
