DP Ruto's Shift: From Opposing Executive Expansion to Supporting Prime Minister's Position

Published on September 29, 2019, a report by the Building Bridges Initiative (BBI) team is expected to recommend a referendum that could lead to the creation of more executive positions, including a Prime Minister's position.

However, Deputy President William Ruto has undergone a significant change of heart. Initially, he opposed the expansion of the executive, claiming it would allow 'political rejects' to gain power through the back door.

But with the reality of a referendum looming, Ruto's key lieutenants have stopped opposing the expansion of the executive. They now argue that Ruto does not need to be President if a Prime Minister's position is created, and he can instead become the next PM and head of government.

Leader of Majority in the National Assembly Aden Duale, a key Ruto confidant, has publicly expressed his support for a constitutional review that would lead to a parliamentary system of government. He believes this would give equal opportunities to all communities to share leadership positions.

Belgut MP Nelson Koech, previously a strong opponent of the referendum push, has also changed his tune. He now thinks an expanded executive would give Ruto more bargaining power, allowing him to dole out presidency and premier slots to his key support bases.

David Kigochi, leader of the Farmers Party and Ruto's newfound ally, has warned Raila's team that they could be in for a rude shock over the referendum. He believes they have failed to appreciate political realities and that Ruto will 'fry them in the noonday sun'.
