On September 24, 2019, during a book launch at the University of Nairobi, ODM leader Raila Amollo Odinga proposed a parliamentary system of government as a means to prevent election-related violence and ethnic polarization in Kenya.
According to Raila, the current presidential system often leaves minority tribes out of top leadership positions, leading to ethnic tensions and violence. He believes that a parliamentary system would give members of minority groups an opportunity to rise in power and create institutions that work for the country.
Raila also argued that a parliamentary system would raise the majority threshold, reducing the likelihood of election-related violence. He cited the diverse cultural, religious, ethnic, racial, and regional interests in Kenya as a reason why a parliamentary system would be beneficial.
During the book launch, Raila emphasized the need for a public debate on the advantages and disadvantages of the current Kenyan government system. He warned against fear-mongering, stating that it would stifle debate on constitutional amendments.
Raila's proposal for a parliamentary system is part of the Building Bridges Initiative (BBI), which aims to review the current Kenyan government structure.
