Published on September 26, 2019, a report by Parliament's Committee on Implementation has urged the House to reconsider its decision to approve Mwende Mwinzi as Kenyan High Commissioner to Seoul, South Korea.
The Committee's report, tabled on Wednesday, argues that the condition for Mwende's approval was not open-ended and that she failed to renounce her United States citizenship as required.
On June 6, 2019, MPs approved a report by the Defense and Foreign Relations committee recommending Mwende's appointment, subject to her renouncing her American citizenship.
However, in a recent report, the Committee on Implementation recommends that the House rescinds its resolution approving Mwende's nomination, citing her failure to meet the condition.
Moitalel ole Kenta, chair of the Committee on Implementation, stated in the report: "The committee recommends that the House rescinds its resolution made on June 6, 2019, which approved the nomination subject to her renouncing her citizenship to the United States of America before taking up the appointment."
The Committee also recommends an audit of all ambassadors and high commissioners to ascertain whether they hold dual citizenship and submit the findings to the House within 60 days.
Mwende has filed a case at the high court seeking to block MPs' move to force her to relinquish her US citizenship, arguing that the move amounts to a violation of her constitutional rights.
