On September 25, 2019, a consortium of youth-serving organisations presented a memorandum to young MPs, outlining key provisions to strengthen the National Youth Council (NYC).

The memorandum, which was the result of a series of consultations and advocacy campaigns under the hashtag #NYCTuitakayo, proposed a five-point agenda to professionalise youth work, mainstream youth in decision-making bodies, and enhance the structure and functions of the NYC.

One of the key proposals was the empowerment of the NYC to formulate and implement a youth work profession model, and to collaborate with the ministry in charge of youth affairs to establish locally relevant policies and procedures to accredit youth workers.

The consortium also proposed the establishment of a County Youth Chapter, which would discharge the NYC's functions at the county level, and the empowerment of the NYC to nominate youths into decision-making bodies and coordinate the youth agenda into national policy processes.
