Kenyan MPs Reject Bill to Regulate WhatsApp Groups

Published on September 24, 2019, a Bill sponsored by Malava MP Malulu Injendi aimed to regulate the use of Facebook and WhatsApp groups in Kenya.

The proposed law required administrators of these groups to obtain licenses from the Communications Authority of Kenya (CA) at a prescribed fee.

However, the ICT committee chair, William Kisang, stated that the Bill is not implementable and will not see the light of day.

"We will call the MP after he tables the Bill and give him expert advice, we should be realistic, even if we passed the Bill it will be quashed by the courts," Kisang said.

Godfrey Osotsi, a member of the committee, also faulted the Bill, saying that its objectives are already covered in the Computer Misuse and Cyber Crime Act passed by the National Assembly last year.
