On September 19, 2019, a report by The Sentry, a watchdog group founded by actor George Clooney and John Prendergast, revealed that Gideon Moi, a Kenyan senator, has been linked to a complex web of corruption in South Sudan.
The report found that Moi has a partial ownership stake in Lukiza Limited, a South Sudan-registered company that formed a joint venture with Conex Energy Co., a company controlled by President Kiir's daughter Adut and her husband Nardos Ghebeyehu.
Conex Energy Co. and Lukiza Limited formed the joint venture Caltec Corporation, which is described as a 'Special Purpose Vehicle (SPV) to specifically engage in the provision of services in the oil sector.'
The companies are linked to fueling armed conflict, corruption, and atrocities during South Sudan's five-year civil war, which ended with a peace deal a year ago.
The report also linked the consortium, Dar Petroleum Operating Company, to episodes of violence, corruption, and environmental degradation.
According to the report, nearly every instance of confirmed or alleged corruption or financial crime in South Sudan has involved links to an international corporation, a multinational bank, a foreign government, or high-end real estate abroad.
George Clooney, co-founder of The Sentry, stated, 'It has paid for government officials to live lavishly while the rest of the population suffers the consequences of a brutal civil war that has cost hundreds of thousands of lives.'
