MPs Accuse Senate of Collusion with Governors

On September 20, 2019, a heated exchange between the National Assembly and the Senate took a new turn as MPs claimed their Senate counterparts were working in cahoots with governors to ensure Senate committees did not indict them in their reports.

According to the MPs, governors would hold secret meetings with senators before presenting themselves at a Senate committee hearing.

Majority Leader Aden Duale questioned the leadership of Senate Public Accounts Committee (PAC) Chair Moses Kajwang, stating that the House had yet to receive any report on a governor's liability in a matter, yet the Senate had been quick to indict a Cabinet Secretary.

Garissa Township MP Aden Duale also questioned the Senate's decision to indict Cabinet Secretaries but not governors, stating, 'I want to see even one report where the PAC team has indicted a single governor. They have never produced a single report to this effect. Why it is that they have been indicting Cabinet Secretaries and not governors? I'm told that there is a small room where people meet before they come to the committee.'

These accusations came on the same day the Senate summoned Machakos Governor Alfred Mutua over audit queries raised by the Auditor General.

However, Governor Mutua claimed he was not certain he would receive a fair hearing, citing that Machakos Senator Boniface Kabaka had allegedly politicized the matter.
