Unequal Revenue Allocation: A Threat to Kenya's Democracy

Kenya's journey towards equality has been marked by significant progress, particularly with the introduction of the new constitution. The allocation of resources is now determined by a formula, rather than the political leanings of the region.

However, despite this improvement, there are still pockets of marginalization across the country. The northeastern region, for instance, has historically been under-served and discriminated against.

According to Article 201 of the Constitution, expenditure should promote the equitable development of the country, including making special provisions for marginalized groups and areas. Unfortunately, the current revenue allocation system ignores this provision, instead focusing on counties as the primary units of allocation.

As a result, there is a gross inequality in the distribution of funds. Some counties receive as much as Kshs 20,000 per person per year, while others receive less than Kshs 4,000. This disparity is not only unfair but also perpetuates a winner-takes-all mentality, where the more populous counties tend to dominate the revenue share.

The Commission for Revenue Allocation has attempted to improve the formula, but it still falls short of achieving true equality. The solution lies in revisiting the formula and building more equality into it. This should be backed by Parliament in its budgeting and oversight of the national government.

One possible solution is to allocate 75% of all monies equally, while reserving 25% for those left behind. This would ensure that all Kenyans have access to the resources they need to catch up with the rest of the country.

Ultimately, the guiding principle should be to strive for equal citizenship, rather than relying on bureaucrats and politicians to interpret what is fair. We have seen the kind of games they play, and it is time for a more equitable approach.
