On September 19, 2019, the Council of Governors (COG) dismissed a survey that ranked Ferdinand Waititu as the worst performing governor, citing concerns over the study's methodology.

COG chair Wycliffe Oparanya expressed his concerns in a statement published in local dailies, stating that the council and counties in general did not receive the alleged questionnaire.

He further alleged that the survey was a 'political strategy to malign the leadership of the counties', and that the performance of counties cannot be compared as each county is unique in terms of the kind of milestones achieved and the challenges faced.

The COG demanded an 'unequivocal apology' from the firm behind the study, All Africa Advisory (AAA), and threatened legal action if the apology was not forthcoming.

According to the report, Machakos Governor Alfred Mutua was ranked as the best performer, while Governors Wycliffe Oparanya (Kakamega) and Mike Sonko (Nairobi) took second and third positions respectively.
