President Uhuru Kenyatta's administration underwent significant structural changes during his final term, driven by reforms initiated under the 2010 Constitution. These adjustments redefined power dynamics, particularly through the 2017-2018 political realignments that shifted influence away from Deputy President William Ruto and toward opposition leader Raila Odinga.

Constitutional Foundations

The 2010 Constitution established a devolved system that empowered governors and weakened traditional political hierarchies. This framework, however, created tensions as regional leaders gained prominence, challenging the central authority that had characterized Kenya's political landscape since the 1964 independence era.

2017-2018 Political Realignment

The 2017 presidential election, marked by a controversial court ruling, set the stage for a dramatic shift. In 2018, a symbolic handshake between Kenyatta and Odinga signaled a temporary truce, altering the political calculus that had previously positioned Ruto as the clear successor. This move allowed Kenyatta to consolidate control while managing internal party dynamics.

Administrative Reorganization

Kenyatta's administration increasingly relied on career bureaucrats and security personnel to manage state affairs. Key appointments, such as Fred Matiang'i's role in overseeing national development projects, reflected a strategic pivot away from traditional political networks. This approach, however, alienated factions within the ruling party that had previously dominated decision-making.

Legacy of the 1992 Multi-Party Era

The return to multi-party politics in 1992 introduced new challenges to centralized power. While it provided checks on executive authority, it also enabled new forms of political corruption. Kenyatta's efforts to combat graft through administrative reforms aimed to break cycles of patronage that had persisted since the 1964 era.

2021 State Celebrations

During the 2021 Jamhuri Day celebrations, Kenyatta's focus on administrative restructuring became more pronounced. The establishment of specialized committees to oversee government projects underscored his strategy to centralize control, a move that continued to shape Kenya's political trajectory as he approached the end of his tenure.
