The Kenyan government allocated Sh7.05 billion in subsidies to Kenya Power Limited (KPLC) to facilitate a 15% reduction in consumer electricity tariffs, according to a National Assembly Budget Committee report. This measure aims to alleviate household financial strain amid rising inflation, which reached a 27-month high of 7.1% in May 2022.

The subsidy follows resistance from independent power producers (IPPs), including entities backed by the World Bank, to unilateral tariff cuts. These generators argued that altering power purchase agreements (PPAs) would violate long-term contracts and jeopardize investments. The government opted for a negotiated approach after facing potential legal challenges from foreign stakeholders.

KPLC implemented a 15% tariff reduction in January 2022, tied to efforts to lower transmission losses in the aging grid. A second phase, scheduled for April 2022, was delayed due to IPP opposition. The subsidy will cover Sh9.05 billion in losses from the first cut, bringing total state support to Sh16.1 billion for the 2022/23 fiscal year.

A December 2020 photo shows Kenya Power workers repairing infrastructure, highlighting the utility’s ongoing efforts to modernize its aging network. Electricity costs have nearly doubled since 2013, with 50-unit bills rising from Sh508 to Sh945 before recent adjustments. KPLC’s power purchase costs include Sh41.1 billion from state-owned KenGen and significant capacity charges for generators like OrPower 4 Inc.

The government seeks to align Kenya’s energy prices with regional competitors like Ethiopia and South Africa to attract manufacturing investment. However, IPPs maintain that PPAs, often spanning 20 years, must be honored to protect long-term infrastructure investments. The State has instead opted to review new power purchase deals rather than renegotiate existing ones, according to OrPower 4 Inc.
