The National Treasury has failed to disburse 23% of revenue to Kenyan counties for the 2021/2022 financial year, leaving cumulative arrears at Sh83.4 billion, according to the Council of Governors.
Governor Anyang Nyongo, chair of the Council's Health Committee, highlighted that only 17 counties had received April allocations while all 47 remained without May payments as the fiscal year neared its conclusion. He noted that 77% of the equitable share had been disbursed, leaving outstanding obligations at over Sh83 billion.
Nyongo criticized the delay, stating it jeopardized service delivery and created financial strain. 'These recurring delays have worsened pending bills and threaten the post-August 2022 election transition,' he said.
He further revealed that no county had received the Sh39.9 billion allocated as additional funding for the current fiscal year, calling the non-payment 'unlawful and unacceptable.'
