Facebook's head of global affairs, Nick Clegg, emphasized in a June 2019 interview that democratic governments—not private companies—must establish rules for social networks. Speaking to the BBC, Clegg stated, "It’s not for private companies, however big or small, to come up with those rules. It is for democratic politicians in the democratic world to do so."

The former UK Liberal Democrat leader highlighted the urgent need for standardized guidelines on data privacy and election integrity. He also noted that platforms like Facebook should actively support regulatory frameworks, despite ongoing scrutiny over content moderation and user data practices.

Britain has proposed holding social media executives personally accountable for harmful content, with plans to shut down non-compliant platforms. This follows criticism of Facebook’s handling of political advertising transparency and user privacy measures. Meanwhile, CEO Mark Zuckerberg has advocated for globally coordinated online regulations, a move some view as a strategic effort to delay stricter oversight in the U.S. and other regions.
