On August 24 and 25, 2019, a census officer, Atieno Rose, visited the home of Willis Odongo Okoth in Yao village, Homa-Bay Sub County, to enumerate his family as part of the population census. However, Okoth allegedly chased her away, preventing her from collecting statistical data for the Kenya National Bureau of Statistics (KNBS).

Okoth, a middle-aged man, was subsequently arraigned at Homa Bay Law Courts on charges of obstructing the population census. He appeared before Senior Principal Magistrate Thomas Obutu and denied the charges.

Okoth was released on a bond of Ksh. 20,000 and the hearing of the case was set for September 12, 2019.
