Kenya Advances Financial Hub to Attract Foreign Investment

Kenya is advancing its strategy to establish a financial hub, aiming to position the nation as a key entry point for continental investments and targeting Sh200 billion in investments by 2030.

The Nairobi International Financial Centre (NIFC), first proposed in 2014, seeks to create a regulatory environment that attracts institutional investors offering financial services across the continent. Vincent Rague, NIFC chairman, emphasized the initiative’s focus on long-term stability over short-term gains.

Cabinet approved the NIFC Bill in December 2016, establishing a framework to develop a globally competitive financial sector through the Nairobi International Financial Centre Authority. The center aims to replicate models like Mauritius, which has successfully positioned itself as a financial gateway in Africa.

Prudential, a global insurer with African operations, signaled interest in joining the center during President Uhuru Kenyatta’s recent UK visit. Rague noted the center’s current emphasis on policy development rather than physical infrastructure, stating, "There is no point in having an international financial centre building if there is no business."

The initiative targets improvements in Kenya’s World Bank Ease of Doing Business ranking. Even without physical offices, businesses using the center’s services would generate revenue through transaction fees. Rague cited examples like General Electric, which would contribute to the local economy through temporary operations.

The NIFC will also cater to high-net-worth individuals seeking to manage investments domestically rather than abroad. However, Rague stressed that all applicants must undergo rigorous due diligence to ensure compliance with tax and regulatory standards.
