President Uhuru Kenyatta has taken steps to revamp the government's service delivery by reorganizing various ministries. This move aims to streamline functions and enhance synergy within the government.
On August 22nd, 2019, President Kenyatta issued an Executive Order that merged the Interior and Immigration Departments under the Ministry of Interior and Coordination of Government. The Presidential Delivery Unit (PDU) and Directorate of National Cohesion and Values were also moved to the Cabinet Secretary Fred Matiang'i's Interior Ministry, previously under the Executive Office of the President.
These units will now be under the newly-formed State Department for Immigration and Citizen Services, with the goal of integrating the functions of Registration of Persons and Immigration. According to President Kenyatta, "(This is) to foster the integration of the functions of Registration of Persons and the functions of Immigration."
Additionally, the State Department of Irrigation was moved from the Ministry of Agriculture under CS Mwangi Kinjuri to Water and Sanitation under CS Simon Chelugui. This change aims to enhance synergy within the water sector, a key enabler for the implementation of food security under the Big Four Agenda.
The National Economic and Social Council (NESC) was transferred to the National Treasury, and the Public Service ministry will now have additional functions of public service performance management and monitoring. The East Africa Community ministry will be responsible for Kenya-South Sudan liaison services, while the Devolution ministry will handle the Kenya Development Response to Displacement Impact Project.
