On August 22, 2019, the United Nations Department of Safety and Security (UNDSS) released guidelines for the upcoming census.
One key point from these guidelines is that the head of the household may answer questions on behalf of all occupants during the census.
This means that if the person responsible in the house is present, they can provide information on behalf of the entire household, even if the head of the household is away at work.
UNDSS stated, 'If that person is away at work when the enumerator comes to the house, the person responsible in the house may answer.'
Other important details to note include the census schedule, which will continue from August 25 to August 31, with enumeration taking place in the morning and evening.
Officials will be easily identifiable by their official identity badges, heavy yellow fluorescent jackets with the KNBS and census logo, and will be accompanied by estate leaders in urban areas.
Visitors in the house on the census reference night will also be counted, and the person responsible in the house may answer questions on their behalf.
After enumeration, the KNBS official will mark the door of the household, gate, or other visible place to indicate that the process is complete.
