On August 21, 2019, the reality of a referendum loomed over Kenyan leaders, including President Uhuru Kenyatta, his deputy William Ruto, and opposition leader Raila Odinga.

According to reports, Uhuru Kenyatta hinted that he may only support the Building Bridges Initiative (BBI) referendum, while expressing concerns about the Ekuro Aukot-led referendum, stating that it lacks basis and needs much consultations.

The Independent Electoral and Boundaries Commission (IEBC) chairman Wafula Chebukati had previously given a nod to the popular initiative after it successfully presented more than one million signatures for the country to go into a plebiscite.
