Published on August 21, 2019, a report by Consumer Reports found that President Trump's proposed rollback of auto pollution rules would cost consumers $460 billion between 2021 and 2035.

The Environmental Protection Agency and Transportation Department are working on the rule change, but staff members say they are struggling to assemble a technical and scientific analysis required by law.

Several analyses have questioned the administration's claim of benefits to the public, with experts pointing out that undoing the previous climate-change regulation is an unusual move.

‘I don’t think there is any precedent for a major industry to say, “We are prepared to have a stronger regulation,” and to have the White House say, “No, we know better,”’ said William K. Reilly, former head of the E.P.A.
