Rwanda is advancing plans to impose stricter controls on social media use, aligning with broader East African efforts to manage online discourse. Minister of ICT Paula Ingabire outlined a government initiative during parliamentary proceedings to address misinformation and defamation, emphasizing the need for a safer digital environment for citizens.
The proposed measures would complement Rwanda's 2016 ICT law, which already criminalizes the dissemination of harmful content via electronic communications. Ingabire stated, "Our priority is safeguarding citizens, which necessitates regulating online content to ensure platforms serve the nation's interests." However, the proposals have drawn concerns from media professionals and civil society groups.
Gonza Muganwa, executive secretary of the Rwanda Journalists Association, warned against potential overreach, noting, "While regulation is necessary, it must not suppress free expression." He advocated for independent oversight bodies to prevent abuse of power. Critics also highlighted past instances where private WhatsApp messages were used as evidence in politically sensitive cases, such as the 2017 prosecution of opposition figure Diane Rwigara.
Regional context reveals similar trends. Kenya's 2018 Computer Misuse and Cybercrimes Act imposes up to 10 years' imprisonment for spreading false news, while Uganda introduced a social media tax in 2018. Rwanda's own 2017 electoral commission rule requiring government approval for campaign messages was later rescinded amid backlash.
With internet penetration rising from 4.37 million in 2017 to 5.47 million by 2018, the government's regulatory approach reflects ongoing tensions between digital governance and free expression in the region.
