Finance CS Henry Rotich and CS Kamau Thugge Freed on KSh 50M Bond Each ¶
Finance Cabinet Secretary Henry Rotich and his Principal Secretary Kamau Thugge were granted KSh 50 million bond each and a cash bail of KSh 15 million in the ongoing Arror and Kimwarer dam scandals.
Rotich and Thugge were produced in Milimani Law Courts on July 23, after their arrest, and were facing 15 counts of corruption-related charges.
The presiding judge, Douglas Ogoti, directed the accused to be released on the bail conditions, warning them not to communicate with any witnesses or risk having their bonds cancelled.
The court also ordered the suspects not to access their offices, which were declared crime scenes in the ongoing investigations.
Rotich and Thugge denied all the wrongdoings and were warned not to communicate with any witnesses or risk having their bonds cancelled.
The court also directed all accused who were present to deposit their passports and travel documents while those who did not turn up have only 48 hours to surrender the same.
They were charged with 24 counts relating to economic crimes as well as abuse of office.
Among other charges that the senior government officials faced included conspiracy to defraud the public contrary to section 317 of the Penal Code, conferring a benefit and single sourcing for the insurance of the projects and approving payment contrary to the law.
