On July 22, 2019, Treasury Cabinet Secretary Henry Rotich and his Principal Secretary Kamau Thugge found themselves in police custody, spending the night at Muthaiga and Pangani Police stations respectively.
Their arrest was in connection with the multibillion-shilling Arror and Kimwarer dams scandal, which had been under investigation by the Director of Public Prosecution, Noor Haji.
According to the head of the investigation bureau, John Kariuki, the suspects were expected to be arraigned in court the following morning.
CS Rotich had presented himself to the Directorate of Criminal Investigations (DCI) hours after an arrest warrant was issued.
Other high-ranking officials, including National Environment Management Authority (NEMA) CEO Geoffrey Wahungu and KVDA acting CEO Francis Chepkonga Kipkech, also presented themselves to the DCI headquarters.
However, nine senior KVDA officials listed in DPP Noordin Haji's list of suspects managed to evade arrest.
