On July 22, 2019, Director of Public Prosecutions Noordin Haji issued a report ordering the arrest of Treasury CS Henry Rotich and 27 other officials over the Arror and Kimwarer multi-billion shilling scandal.
Those targeted include PS Kamau Thugge, EACC PS Susan Koech, Kerio Valley Development Authority managing director Kipchumba Kimosop, Treasury Chief Economist Kennedy Nyachiro, and Treasury director of resource mobilization Jackson Kinyanjui.
Italian officials from the CMC Di Ravenna firm contracted to build the dams in Elgeyo Marakwet have also been implicated in the scandal.
Charges against them include conspiracy to defraud, failure to comply with applicable procurement laws, engaging in the project without prior planning, and abuse of office among other economic crimes.
“Each prosecution sends a powerful message to the corrupt or those who steal that they shall be prosecuted. As a society guided by law we collectively agree that those corrupt individuals who put the honest and hardworking mwananchi at a disadvantage must pay for their crimes,” The DPP said.
