On July 20, 2019, Deputy President William Ruto sparked a heated debate by urging Kenyans to focus on creating jobs rather than engaging in premature discussions about a possible referendum on the Constitution.

According to Ruto, Kenyans are more concerned about securing employment opportunities than debating future positions that might arise from a referendum.

"There is no shortage of positions in Kenya. What exists is a shortage of job opportunities for Kenyans, which can be addressed through the implementation of the Big Four agenda," Ruto said.

However, Ruto's call to focus on development has been met with strong rebukes from Jubilee leaders, who argue that the referendum is about creating a more inclusive governance structure.

Nyeri Town MP Ngunjiri Wambugu fired back at Ruto, saying, "The coming referendum is NOT about creating a retirement position for Uhuru Kenyatta, creating a job for Raila Odinga, or stopping William Ruto from being President. It's about creating a governance structure that's all inclusive to stop elections from being a do-or-die event."

Wambugu's statement reflects the sentiments of many Jubilee leaders who believe that the referendum is an opportunity to reform the country's governance structure and ensure that the minority have a say in the country's affairs.
