Governors and MPs Urged to Engage in Dialogue Over Revenue Allocation Dispute

On July 20, 2019, Chief Justice David Maraga urged governors and MPs to engage in dialogue to resolve the revenue allocation dispute, which has led to near-paralysis in some counties.

At the Supreme Court, Justice Maraga expressed his willingness to help the parties reach an agreement, stating, “I believe the people involved can talk and resolve the issues before we settle down to hearing the application for advisory opinion filed by the governors. That will save us time and allow us to move forward,” he said.

However, National Assembly Speaker Justin Muturi accused governors and senators of being selfish by filing several court cases in their pursuit of more funds to the counties. Muturi argued that there are similar disputes pending before the High Court and the Court of Appeal, and therefore, the Supreme Court lacks jurisdiction to hear the application.

The county bosses are fighting with the MPs over Sh310 billion allocated to counties. The dispute has led to near-paralysis in some counties, and Justice Maraga hopes that the parties can resolve the issue through dialogue to save time and resources.
