Kiambu Governor Ferdinand Waititu Embroiled in Sh588 Million Roads Tender Scandal

On July 17, 2019, anti-graft investigators made a significant breakthrough in the Sh588 million roads tender scandal in Kiambu, uncovering a web of suspect deals involving Governor Ferdinand Waititu.

According to documents obtained by The Standard, the Kiambu County Government tender evaluation committee had floated bids for upgrading roads to bitumen standards in Thika, Limuru, Gatundu North, Juja, and Ruiru sub-counties.

One company, M/S Testimony Enterprises Limited, emerged as the winner of the Sh588 million tender, with its directors, Charles Chege and Betty Wangeci, receiving an initial payment of Sh221 million.

However, the company also received an additional Sh20 million from the county, bringing the total payment to Sh241 million. From this amount, Sh6 million was paid to Lake Naivasha resort, which has been acquired by Bienvenue hotel, a company with directors including Governor Waititu and his wife, Susan Ndungu.

Further investigation by the Ethics and Anti-Corruption Commission revealed questionable transactions of Sh89.7 million by M/S Testimony Enterprises. Additionally, Sh134 million was wired to Mr. Chege as an individual, not as a director of the company, while Sh5.2 million was allegedly transferred to Bienvenue hotel.

Moreover, Sh8.4 million was transferred to Saika Limited, a company with directors including Governor Waititu and his daughter, Monica Njeri Ndungu.
