On October 29, 2015, the Kenya Revenue Authority (KRA) wrote to detectives, stating that three firms - Reinforced Concrete Technologies, Roof and All Trading Limited, and Forme Builders - had not remitted any taxes after receiving millions from the National Youth Service (NYS).
The firms in question were allegedly linked to Josephine Kabura, with all tax obligations registered under her personal number.
According to the KRA letter, which was meant to be presented as evidence in a court case, the Ministry of Devolution and Planning had also informed them that withholding VAT was not deducted from the payments due to a technical issue with the IFMSI system.
The letter was part of a response to a request from detectives from the Banking Fraud Investigation Unit, who were investigating the huge transactions made by the three firms.
However, Kabura's lawyers opposed the move, claiming they had not seen the letter before and needed time to review it.
