Revenue Standoff: Governors Defy Ruto's Advice, Take Battle to Court

On Monday, July 15, 2019, the long-standing dispute over the Division of Revenue Bill 2019 reached a boiling point as governors made good on their threat to take the matter to the Supreme Court for interpretation.

Despite the advice of Deputy President William Ruto, who had pleaded with the county bosses not to take the matter to court and instead consider another round of talks, the Council of Governors (CoG) pressed on with their petition.

The county bosses, who were joined in the suit by senators and members of county assemblies (MCAs), are seeking legal interpretation of the revenue sharing bill in an attempt to break the stalemate once and for all.

According to the CoG, the National Assembly and the executive arm of government had conspired to undermine devolution, leading to the current impasse.
