EDITORIAL: Rebuilding East Africa's Economies Must Prioritize People's Needs

January 1, 2022, marked the beginning of a new year, but for many, it felt like a continuation of the dramatic 20 months that reshaped life in East Africa unlike at any other point in the preceding century.

The Covid-19 pandemic has left a trail of destruction, with economies struggling to recover from the lockdowns and travel restrictions that were implemented to contain the spread of the virus.

As the world enters a new year, East Africa's economies must chart a forward-looking course that salvages livelihoods, brings back a sense of normalcy, and rebalances national priorities.

The pandemic has exposed the fault-lines of non-inclusive, fragile economies, less than optimal trade flows, and economic integration. The lockdowns stalled trade, shrunk national incomes, and government revenues, leaving behind broken infrastructure and social systems.

As the rebuilding begins, it's essential to learn from the pandemic's lessons. Public expenditure ballooned, but with minimal social impact, as the social sector had been starved of resources for far too long. Health systems were overwhelmed, and structures for a robust response were either gutted or non-existent.

The past year has shown that economic growth without a social dimension is hollow. Health systems that relied heavily on the private sector were inaccessible to the majority of the population and struggled to align with the social emergency of the moment.

However, all is not lost. The human race has a remarkable ability to learn from history, innovate, and turn adversity into opportunity. As governments pick up the pieces, it's crucial to restore the bonds that unite us as families, communities, and neighbours.

Economic reconstruction should start with the people, restoring their health and economic wellbeing so that they can participate in rebuilding more dynamic and socially inclusive societies.
