On December 2, 2021, the Kenyan Parliament reconvened to address outstanding bills, including the Political Parties' Amendment bill 2021, which proposes that parties disclose their source of funds and allocates 15% of the political parties fund to special interest groups.

The bill, which seeks to amend the Political Parties Act 2011, was read for the first time before the National Assembly on December 2, 2021. The contentious bill has elicited varied reactions, with some political leaders questioning its agenda.

During the special sitting on December 21 and 22, 2021, the bill was read for the second time, allowing members to ventilate on its provisions. The House was divided, with political factions differing on the bill's provisions, which are expected to pass before February 2022.

Another significant development in 2021 was the signing into law of the Division of Revenue bill 2021 in April 2021. The bill removed grants from the revenue share, reducing the allocation to devolved units to Ksh370 billion.

The Parliament of Kenya also hosted Tanzanian President Samia Suluhu Hassan in a joint parliament session during her maiden visit to the country in 2021. Her address made her the second president to give a speech before the Kenyan Parliament, after retired President Jakaya Kikwete in 2015.
