Nairobi County Proposes New Taxes to Fund Sh39 Billion Budget

Published on December 22, 2021, Nairobi County Finance Bill, 2021 proposes a range of new taxes to aid the county in achieving its Sh19.8 billion own-source revenue target for the financial year ending June 30, 2022.

Motorists will be hardest hit, with parking fees set to double from Sh200 to Sh400 for those accessing the Central Business District (CBD) classified under Zone I. Those operating in other areas will pay Sh300 for parking in Zone II, Sh200 in Zone III, and Sh100 in Zone IV.

Other sectors to be affected include fresh produce suppliers, health services, and the construction industry. Flower traders will pay Sh3000 per lorry to offload their produce, while potato farmers will be charged Sh50 per bag. Miraa traders will be slapped with a Sh100 fee for a 1kg bag, Sh500 per box for 101-500kg, and Sh1000 for bags above 500kg.

Residents will also start paying a flat charge of Sh3,000 for Covid-19 PCR tests, and new charges for tests under public health services have been proposed. Cleaning and disinfection companies in the city will have to pay Sh20,000, while waste management companies will be required to pay a fee of Sh10,000.

Property developers will also be affected, with City Hall seeking to introduce monthly seasonal tickets for building materials transporters. Transporters of building stones will be charged Sh48,000 per month for up to 7 tons, Sh72,000 for 7-10 tons, and Sh144,000 for above 15 tons.
