Kenya: Council of Governors Protests Revenue Allocation Commission's Recurrent Expenditure Ceiling

Published on December 21, 2021, the Council of Governors (CoG) has expressed concerns over the Commission on Revenue Allocation's (CRA) decision to cap recurrent expenditure for the 2022/23 Financial Year at Sh62 billion.

The CoG argues that the ceiling is too low, given the induction of newly elected leaders, including Members of County Assemblies, after the 2022 General Election.

CoG Chairman Martin Wambora noted that the CRA had set the recurrent expenditure budget ceilings for the FY 2022/23 at Sh61,965,331,620, a reduction from the previous year's ceiling of Sh62,364,247,754.

Wambora further stated that the County Assemblies' draft Budget Ceilings for the FY 2022/23 did not provide for induction costs of the new leadership, despite induction being a key component for onboarding the new County leadership.

The CoG Chairperson also pointed out that the ceiling remained unchanged for the past four financial years, and that the CRA had been making blanket ceilings without considering the uniqueness of each County Government.

He urged the CRA to revise the Budget Ceilings to accommodate the cost of induction and public participation, taking into account the uniqueness of every County.
