On November 18, 2021, the Directorate of Criminal Investigations launched a manhunt for three terror suspects who had escaped from Kamiti Maximum Prison. The suspects, Musharaf Abdalla, Mohamed Ali Abikar, and Joseph Juma Odhiambo, were later apprehended in a bush within Kitui County following a tip-off from members of the public.

Interior CS Fred Matiang'i was asked by Citizen TV journalist Hassan Mugambi about the Sh60 million reward pledged for information leading to the suspects' detention. Matiang'i responded, 'No...no...no, we are not going there at the moment. Let us be speculative about this. We are going to work on this meticulously as my colleagues have said.'

When questioned further about the reward, Matiang'i stated, 'The reason why we are here with ICT CS Joe Mucheru is that we have looked at the full ICT system in this place and a partnership between us and the ICT Ministry will instantly reconfigure this because there are certain setbacks.'
