On November 17, 2021, President Uhuru Kenyatta appointed Brigadier (Rtd) John Kibaso Warioba to head the prisons department, following a recent security breach at Kamiti Maximum Prison.

The breach, which involved three terror convicts escaping from the prison, triggered national interest and the need for accountability in the leadership of all security organs.

Brigadier (Rtd) John Kibaso Warioba has had a successful tenure in the military service, earning top influential posts in the army. He attended King's College in the United Kingdom, where he pursued a Master's degree in international security and strategy.

Warioba's promotion to Brigadier in 2014 was informed by the advice of the Defence Council under the chairmanship of the then Cabinet Secretary for Defence Raychelle Omamo. He was also conferred with the Second Class: Elder of the Order of the Burning Spear (E.B.S.) in 2015, in recognition of his distinguished and outstanding services rendered to the nation.

Before his retirement from the army, Warioba served as Commandant of the School of Infantry and was tasked with overseeing the countrywide recruitment of KDF officers in 2019.

Now, he has been tasked with restoring sanity and cleaning up the prisons department, which has been at the center of attraction following several high-profile prison breaks.
