Published on November 11, 2021, a report by the Controller of Budget revealed that Tana River County, led by Governor Dhadho Godhana, had used Sh410 million for travel during the COVID-19 pandemic.

The county's Finance Executive, Matthew Babwoya, argued that the county's office was not entirely to blame for the misuse of funds, as Sh253 million was used to settle outstanding travel expenses from previous financial years.

Activists had demanded that the county explain how the funds were used, given that many meetings were being held online to prevent gatherings during the pandemic.

The county's defense comes as Governor Joho's allies are also defending their actions in a separate incident.
