Published on November 3, 2021, a report by the New York State attorney general found that former Governor Andrew Cuomo sexually harassed nearly a dozen women, including current and former government workers, leading to his resignation in August 2021.
Despite the shift in leadership, the Penn Station neighborhood development remains largely beneficial to Vornado Realty Trust, one of the city's largest office developers, which owns four sites in the development zone and part of a fifth.
The project's 1,800 residential units will now include 540 permanently below-market units, a significant addition to the original proposal. This change aims to address the growing need for affordable housing in the area.
Steven Roth, Vornado Realty Trust's chief executive, remains optimistic about the project's future, stating, "We are very, very, very optimistic that the new government leaders at the city and state will be constructive, will be business-friendly and recognize that the Penn District is something that requires and demands their attention."

The plan also includes eight acres of public space, including a plaza roughly the size of Rockefeller Plaza, which would limit car traffic and prioritize pedestrian and cyclist safety.
