Former Nairobi County Assembly Speaker Beatrice Elachi is at odds with the assembly over the legality of staff promotions carried out during her tenure. The dispute began after the Justice and Legal Affairs Committee released a report declaring the promotions illegal.

According to the report, Elachi, as chairperson of the Nairobi City County Assembly Service Board (NCCASB), violated the law by usurping the powers of the board and acting unilaterally in creating, advertising, promoting, and filling positions within the service.

Elachi has vowed to sue the MCAs for defamation, claiming they have continuously discussed her on the floor of the house despite her exit and have defamed her by saying things that are not true.

She also accused the MCAs of engaging in personal politics, which she believes will erode the institution. Elachi further castigated the MCAs for what she termed double standards, claiming that as soon as they nullified the promotions done during her tenure, they promoted their preferred members of staff without following laid down channels.

Current Assembly Speaker Benson Mutura defended the inquiry, stating that it was a committee issue and that the assembly was at liberty to debate on issues brought before the house.
